Yeah pie is generally used to mean GDP in the instances I've heard this phrasing use. 'Growing the pie' is shorthand for number go up (GDP bigger). Since we all 'share the one pie' that means that 'arguing over how to 'cut' the pie' is a hazy euphemism for how much labour should be recompensated and used as a cudgel to say stop squabbling over wages because it's energy misdirected that could instead be focussed on growing the pie. Coupled with 'if the pie is bigger then your slice will be (absolutely not relatively) bigger too, so shut up'.
