Are the streets really empty, or were there people in the frame but their motion renders them invisible, as you have to stand still for a daguerrotype?
I mean there seems to be people silhouettes there in the picture

You may have to click on it to enlarge it to see. There's been some Federation troubles as of late.
Tapping does nothing
I also see that sometimes. Scrolling up to refresh may help.
It does not (in Voyager on iOS)
I notice that your issue persists even after reopening the app several times. I would just report it to the devs. I'm using voyager on android so in case you decide to actually report it then mention the existence of issue on adroid too. I assume people already reported it to them though.
