In their defense, they're cheap because they're insufficiently funded.
This isn't somewhere with an C-level exec choosing not to spend the money, but usually an administrator that could make more personally working in the private sector trying to make whatever budget they have work while education keeps getting deprioritized (or intentionally degraded, depending on your state and/or level of cynicism).

I don't think that's true. They could both be aims, but one would be secondary (or at least not primary).
I don't think they're both true at all though. I don't believe for a second the risk posed by/to users invested enough to root their phones is high enough to warrant this nonsense. The cynical/profitable explanation seems a whole lot more likely, imo.
What do you propose as an alterative recommendation?
Or they know the violent threat they're using as justification is total fiction.
