Find a new old-stock laptop from 1 generation ago. Newegg, amaz, ebay. All the cpu power you need, never needs KVM to do hands on tasks. Set the screen to off when lid closed, but never to sleep or hibernate and it's 100% ready. Some commercial series (MSI, Lenovo) have wifi, bt, rj45, and usually a 4g option.

I use Dex for Windows everyday at work. Keeps my personal accounts off my work PC.
Only thing lighter weight is an active 4G watch.
My opinion is you need to use a smaller phone. Then a regular looking running waist pouch, arm band, or even a good pocket will work. Look into the small(er) s24, iphone se, iphone normal, pixel, BLU or Tank brand phones.

Dependent? It's not dependent but targeted. That is the largest market for computers and computer accessories. That's why the PC market is often targeted because the rest of the majority exists.
I just found last week another toggle control in the quick settings menu. I'm not sure if it need it or not either.
At least my pw list is accessible across my devices. That's my minimum functionality.
