The ICC seeks for criminal punishment of perpetrators of certain crimes. It’s a criminal lawsuit and requires high burden of proof ( beyond reasonable doubt). The ICJ on the other hand is like a civil court. Anyone who think they’ve been damaged or want the damage to stop can sue like South Africa did. It’s has a low burden of proof. No person will be jailed because of it. Though the ICJ can refer things to ICC prosecutors. The system is set up to mirror justice systems in liberal capitalist states, We shouldn’t expect any thing to come out of it. Just as we won’t expect anything good from corrupt justice systems elsewhere .
