To be honest, I didn't really notice this before you mentioned it (and I am not white).
Could just be that the dev didn't think about it enough, although I do agree that randomizing the external appearance would be best.

Got to disagree on this one, this a mere video game simulation for entertainment.
And it's clearly made by an indie dev (they don't even have a publisher).
That may be so, but there are 10,000 better things you can base a game on.
This kind of game normalises a process that is slowly destroying our planet.
