how do you make a name for yourself as the "plans person"? Like, there is no specific plan she's publicly associated with, just "plans" in general.

I'm pretty sure it was a tactic in response to rhetoric from the Clinton campaign in 2016. The whole "Bernie says everyone gets a pony" thing, where Clinton positioned progressive policies as unrealistic and without plans. So Warren is an insufferable nerd and tried to sidestep being called unrealistic, becoming the plans person.
