I'm from Wuhan

Local above ground trains are there but they've taken a back seat for the metro system which are a bit more expensive to build but doesn't obstruct above ground structures or future housing. I'm not sure if there are any plans to expand hanging monorails, but there's a heavily used one in Hankou. The subway system is being expanded constantly, however.

Also, if you've ever seen the picture of the train port with like dozens of bullet trains, that's Wuhan, the Chinese fleet is based out of Wuhan and maintenance is performed there.
