How the fuck are they going to tax "illegal fentanyl". If it's illegal then it's not going to be brought in through a channel where it can be taxed. 
ACTUAL aid is pretty good, but generally rare. The U.S. actually gives far less of it than many other countries do, once you take away all the military aid and faux-"aid" loans and shit.
Vaccination programs in Africa would've been pretty great if they were real, and not just some CIA plot to spy on people, find state enemies, and ultimately make people skeptical of humanitarian aid for generations. Hopefully Cuba's REAL medical aid programs make up for some of that shit. 
They're comically incompetent on top of being evil, folks. The cop(s) involved better be fucking dead, at least.
