Learn the basics of WordPress first then check out Bricks Builder. It's not free but the best in it's class. If you aren't doing this professionally you'll experience a steep learning curve but once you master it, you can build pretty much anything you want extremely fast.
If you really want to build it in HTML and CSS you'd have to build your own theme.

Will I ever spy on you or sell your data? No. I'm a big proponent of the GDPR and will do everything I can to comply fully. That said, if you want perfect privacy, you’d need to host your own instance.

Only instances that are clearly malicious, such as those dedicated to spam, trolling, misinformation, or illegal content (including Holocaust denial and Nazism) will be completely blocked once discovered. No defederation happens because of politics or moderation choices.

Hetzner is a pretty reliable hosting provider. Running this instance currently costs me about €20 per month. As long as costs remain reasonable, I plan to keep it going. It’s my way of supporting the Fediverse and promoting better social media and a better society. :)
