No hyprland is a tiling window manager in the first place. It support floating windows but is not a stacking window manager. Making it work will only cause extra frustration because you will need a lot of workarounds to get something similar to a stacking wm.

Did you try to use the VRR setting ? See https://wiki.hyprland.org/Configuring/Variables/ section misc.
I think you are to pessimistic about wero. just give it time. The reason why here in the netherlands paypal, mastercard and visa are not a significant factor in the dutch online payments is because we have a payment system called ideal ( initiated by the main dutch banks and open to any bank wanting to support it), since 6 months wero is the owner of ideal and and without a dount wero will replace ideal in future but only if it is functional equivalent.
Is it better when you also put monitor 1 on resolution 1920x1080 ?

Size and move work only for floating windows. If you want to determine the location of tiled windows you need another wm.
