Do you actively use OneDrive? Sounds like it has a pesistence mechanism to help out less techie people so they don't lose access to it (as an IT guy, I've seen that more often than I can count), so it may be better to disable the program rather than fighting OneDrive.

So far, I've only really experienced one real bug (groundpounder mission suuuucks), and my only other complaint I have (frequent CTDs) is probably because I'm way under the min spec running an RX 570. Considering this is a Bethesda game, it's surprisingly not that buggy.
Out of curiosity, what settings are you seeing revert that quickly? That sounds like somehow you've got intune or something configured, and its periodically running a config resync.
I can only imagine how much his lawyers would hate that. Dude has a case as water tight as a colander and him testifying would do wonders for the case.
I think the bigger problem is that police are molesting kids that don't respect them.
I get CTDs every hour or so, I'm curious if messing with affinity would help there too....

If it does, add in SFSE and the Baka achievement enabler, both are on Nexus as well.
I had to save scum the groundpounder mission because I got soft locked multiple times because an enemy ran off and unloaded before I could kill them to proceed with the mission.
Also, depending on the location, I've had multiple CTDs that required constant quick saving otherwise I'd have to do the same conversation repeatedly (Looking at you, GalBank in Akila City).

Hell, my rig doesn't even meet minimum specs (Ryzen 5 2600 and a RX 570) and other than periodic CTDs (fuck Akila City, that was like every 5 min) its run like a dream.
