I doubt anyone chooses to sleep in a tent outside m&s if there were decent alternatives, not hostels where you risk you minimal possessions or even safety. Make the shelters better and better prospects. If the people are here illegally then use that avenue, if they are legal then we should help those less fortunate not leave them to freeze

Why not just go whole way spray homeless people with a hose and leave them to freeze to death /s
