I believe this is done using IP rerolling. Basically; a DNS record is created by the domain's owners to an IP address to verify its ownership. However over time, there might be reasons where the original servers loses the initial IP they were given. This is typically not a problem as long as the IP in the DNS records is updated. However if the subdomain stops being used via official means and people behind it does not delete their subdomain records from the DNS; A malicious actor could reroll their IP until they get the desired IP; and they can control that subdomain if they do.

To put it simple, they say each country can decide what name to use for where, and that's what OSM uses as a reference.

What it is called however is not by defined by what the president says alone though, it has to go through the entire government bureaucracy thing.

It's something not every game needs for sure; since it's based on real world based feedback when a game could be way beyond the world's scope.

But putting it as a marketing thing is as dumb as putting dei as a marketing thing. Whether it's needed or not will depend a lot based on what the game's story and theme is based on.

GNUNet technically exists; but I've never seen it being used in a noticable manner.
