I think you're on to something profound here. Of course it would be diagnosed in children because they're expected to be compliant and when they aren't, that motivates diagnosis.
It wasn't long ago that ADHD was a diagnosis for children and now it's diagnosed at all ages.
There one area where they can actually prevent/decrease crime. Let's say of all the crimes the police currently commit, they decided (hypothetically) to hold themselves accountable and stop doing those crimes. That would have a direct effect on the police crime rate.
Not everyone agrees with this thought but I'm also for allowing unused city parcels to be used for homeless tents and such. My city does everything it can to hide homelessness without addressing any of the underlying issues
