I mostly read it as "white horse is not a horse but a type of horse." Or to break it down even further, the set "white horse" is not the same as the set "horse" because the set "white horse" is a subset of the set "horse" while the set "horse" is not a subset of the set "white horse," so the sets "white horse" and "horse" are not equivalent sets.
You can use this reasoning to say stuff like "Taiwan is not China." Of course it's not. Taiwan is not China but a part of China.
