Cold spots are defined as points where a vehicle with only 10% of its battery remaining would not be able to reach a site with at least six rapid or ultra-rapid devices.
That's a pretty high standard. Depending on the car, 10% could be as little as 10 miles, but is certainly no more than 25. In that situation multiple 2 or 4 station sites wouldn't count, yet would be perfectly usable.
Great that they're trying to achieve such high availability, but I'm not sure it's currently necessary. That's not to say that there aren't some places that need some chargers. The south west needs a decent plan in my experience.
