Yes. In fact, there are two:

OwnCast is built specifically for federated live-streaming, and is great. Simple, straightforward, easy to use.

PeerTube also has support for live-streaming, but you have to be on an instance that's enabled it specifically if you yourself want to stream. Another downside is that chat is currently a third-party add-on.

And yes, I believe that both of these are compatible with one another.

Interesting. Very quiet though, so unlikely twitch users will be jumping to fedi anytime soon i guess...

Unfortunately, the reality is that a lot of people streaming from YouTube or Twitch are financially dependent on the money they make on those platforms. Some people are lucky, and manage to do things through something like Patreon, but it's probably a drop in the bucket compared to the big names who professionally publish videos on a consistent basis.
