Reminds me of my favorite book series, UN ExForce by Craig Alanson. There's a race of aliens who's culture revolves around gambling. Their military intelligence is literally outsourced to national wagers regarding enemy fleet actions and odd on outcomes of battles. Their ships are all great, but their BlackOps vessels take the cake:

  • The You Can't Prove We Did It
  • The Was Never Here
