Did he use to smoke roll ups or "industrial" cigarettes ? if its the latter, as for equipment, look for a manual cigarette making machine like this. And buy tubes to go with it like this. Plop your grinded blend into the machine, push the lever, you get a cigarette. Buying both should set you back about 20$, if that.
If you're going for roll-ups, you might try this contraption; I dislike it but one of my friend hates rolling and she swears by it.
Also if it smokes like ass it might be the blend; either its composition or it being too powdery / grinded too fine (or even too dry - you want some moisture there). For the composition I won't be able to help much there, though I did do blends using blue lotus (Nymphaea nouchali var. caerulea) along with mint on rare occasions in the past as a carrier for other stuff, and the lotus made for a pleasant smoke - be aware it's supposedly a sedative; if it is, it's an extremely mild one though, at least when smoked.
Finally, I'm sure you're aware but cigarette addiction is as much if not more the ritual / habit itself as the actual chemical addiction to nicotine; you're getting rid of the latter (which is good) but in terms of health the incomplete combustion products from those blends will likely be just as carcinogenic as cigarette smoke.
Thanks for the advice and the concern! I know it's not going to be healthier, I think its just a more sustainable level of vice. Like a lot of the time, I just bum a cigarette or two when I go out and then end up buying a pack a few days later. This way, I feel like I have a less-bad alternative accessible. Like not smoking at all is the best best, but I'm not quite there yet.
When I rolled my own cigarettes, I learned on the second picture shown, which is very cheap and easy to use, as long as you don't over pack it
Good luck, regardless though. I quit about a year and a half ago, and hopefully finally for good
