Literally the opening line of the piece. Dude is just a polls-guy. He looked at the polls and said "Biden stock is down! Sell, sell, sell!" And when the rest of the party didn't sell, he decided to put his money where his mouth was.

He's a member of House leadership, a party loyalist, and a bourgeois fuck, but he's got a pair of eyes and knows how to read the writing on the wall. Biden is going to underperform 2020 and has a very real opportunity to tank the rest of the ticket. Phillips probably couldn't explain why, except to say "Old is Bad. Doesn't poll well." But he can still see what the rest of the party is too blind or senile to accept.
