It sounds like your area has the same issue as mine: covid hit and there was a massive reorganization of health care labor. A bunch of people retired or moved to less patient-fronting are, others got sick and died or got long covid, more moved to different positions for more money or better work-life balance or whatever. In the end, the nursing homes are really understaffed and have a hard time accepting new patients. Which means the rehabs can't discharge to nursing homes, so they're backed up. Which means hospitals have difficulty discharging to rehab, so the wards are booked and there aren't a lot of openings for new patients. The ER has to accept the people who come in for treatment - but they can't get them on the floor in a timely manner, so people spend days in the ER waiting for a hospital bed.
