Cars have windows, and they move. Houses do not move, but they also have windows. So logically, we can infer that the windows are not the part of the car that make it capable of movement, because otherwise houses would be able to move as well.
The joke is that this is a very strange logical inference to make, as it is obvious to most people that cars are able to move because of their wheels and their engine.
It doesn’t have anything to do with the operating system. I have no idea what your friend was getting at.
