Capitalism is not the only reason education is corrupted to be rote memorization. Authoritarians take control of the education system because it's the biggest enabler of the average person. Beware of anyone who doesn't want education. Capitalists are not the only concern.
Capitalism is the primary concern, because socialist systems tended to value literacy and education for the average person more than capitalist systems have. It doesn't have anything to do with "authoritarians," what matters is the class structure of society and which class is in charge of the state.
