Unless a federal agency steps in for some reason, it's likely to remain a state matter. It's entirely possible that someone at the federal level would try and make it federal jurisdiction just so the shooter can be pardoned, but I doubt it'd have legal precedent. Which means it's likely to be denied on a judicial level.
