So wird es über Steuergelder für den Wiederaufbau finanziert. Ich verstehe das Grundproblem aber so oder so wird es von der Gemeinschaft gezahlt. Vielleicht müsste dann eine Gebühr/Steuer für Hausbesitzer in gefährdeten Gebieten erhoben werden, von der ein Notfallfonds finanziert wird. Das sorgt dann wenigstens für ein gewisses Maß an Bewusstsein bei den Besitzern und dämpft im Schadensfall die Belastung der Gemeinschaft.
