There's an alt history mod, submod, called "Ante Bellum: The Lost World" for Europa Universalis IV. One of the changes it makes is adding a group of Carthaginian city states in the New World—Carthage having fled there after the Second Punic War, in an expedition lead by Hannibal. There's a lot of flavour, missions, events, disasters, etc. You can eventually unite the city states into a reborn Carthage, and reclaim your homeland, which may even have a reborn Roman Empire, depending on the game rules you chose at the start.
I hope you can disable this, or at least hide the games from Steam, because the Xbox App is fucking awful and I'd much rather it show its own, so I don't have to look for them.
