Das hängt immer vom Kontext ab

Mussten ist Vergangenheit - Sie mussten jeden morgen zur Schule gehen / They had to go to school every morning

Müssten ist Konjunktiv II - Das müssten sie eigentlich besser wissen / They should actually know better

Im Fall von Duolingo also eher „mussten“, ich denke nicht dass man da den Konjunktiv lernt.
