The caption below the graph in the image states that is how you should interpret the results in some places:

The map compares the popularity of the U.S. and China in each country based on their net perception score (measured as the difference between the share of respondents with a positive perception minus those with a negative perception of each country.) The country with the higher net score is relatively more popular, or less unpopular.

Feel free to share your wisdom if you know what is or might be the reason :)

Didn't read the linked article when i first saw this post, some more interesting (though not surprising) results from the poll:

Trump recorded the worst score among a range of political, cultural and spiritual leaders that includes X owner Elon Musk, Microsoft founder Bill Gates, the late Pope Francis, Taylor Swift and Kim Kardashian.

Israel emerged as the country with the worst global reputation of those included in the poll, especially in the Middle East and South Asia. Israel is unpopular even in European countries that have historically been its allies, such as Germany, signaling growing discomfort with its government’s conduct in Gaza and the West Bank.

I was so confused by the thumbnail of Tomorrowland. So here's the deck and first paragraph of the story:

Authorities interviewed Israeli pair after they were seen at Tomorrowland music festival near Antwerp

Belgian authorities have said they briefly held and questioned two Israeli citizens who attended an electronic music festival last week, after pro-Palestinian groups accused them of war crimes.

Not saying you can't be offended, but they don't mean 'you're some semblance of queer' in a negative or hurtful way. I read it as 'queer people are different to the norm, so are people who prefer plant-based milk'. I read their stuff regularly and to me they've never come across as sexist or rapist.

Both can be true though

Facts can be set up to mislead, because it isn't possible to have all relevant facts presented. In this case for example, you can't see how comparable the two cities are - the only facts in that regard are their names and the flag of their country. This is a true image of the underground metro, but does not show all forms of public transport for example. Another way this is framed by selecting these two cities, not showing any other cities anywhere else. So it matters that it's factual, but that doesn't mean it cant be misleading anymore.

Well, to be precise - if you say you do A to get B that only says something about your intention. So the headline isn't really lying, they're just saying what Microsoft is wants to achieve. I agree they will not achieve that goal because carbon offset doesn't work.

If you see this as an image intented to criticise Toronto i can see your point. But it is also be considered an image showing development in China. Building a system like this is impressive. But i agree for that purpose you could leave Toronto out.
