Moved to Fediverse to get away from the data hoarding and selling that those types of companies partake in. Really hope most instances will defederate from threads and prevent Meta from collecting more data.

The main big difference without going into different programming languages is that web apps are built to be served via a web browser and don't interact directly with the underlying operating system (OS). Regular apps are built to be run and interact directly with the OS.

Everything can have a positive or negative charge. Voltage is just the difference in charge between two points. Given a big enough difference in charge any material can conduct electricity to balance the charge since nature seeks to balance out differences in charge/energy.
