Why can't we force manufacturers to be responsible for their own package recycling? We don't get to choose the packaging they use, so shouldn't they be paying for shipping and recycling of said plastics.

The US Dept of State issued a similar travel advisory for Egypt on July 13, so this may just be Canada following suit.
