I've heard that the problem with hardware encoders is that they can't be updated with software patches and therefore can't improve. However it is possible that amd has improved their hardware since then which would improve quality/speed.

In my (very limited) experience with AMD's av1 encoding is that it sucks pretty bad, especially in dark scenes. To be fair I did test it on a 7800 xt iirc so it could be better on newer hardware but I wouldn't bet on it. I would just reccomend an arc a310 because it can do some crazy good av1 for ~100 euros

If power consumption is an issue then I'd recommend the arc a310 which can only draw up to 30 watts. I've been using one for a while and it can easily handle several 4k streams without issue.
