They do technically still offer a "manual review", which is what they do now, where you have to take a photo using any kind of camera with your photo ID and email it... which isn't really better, and can be very, very slow in actually regaining access to an account.

So the correct moral of this story is "reasonable people win elections when partisanship is removed".

Which I can vouch for. The county I live in made their elected positions (sherriff, county commissioner, a few others) all nonpartisan positions elected via a top-two runoff election about 15 years ago . All of a sudden, the overtly racist backwater shitheels started losing every single election and the people who gave a shit started winning.

Are you sure they're JIS? Because JIS and ISO are interchangeable and effectively the same; the ISO adopted standard used most of JIS's rules.

wipe everything- HP is the worst possible company for preinstalled data mining bloatware. reinstall Tiny11 to further reduce Microsoft's bloat. Then consider getting a 1tb portable SSD, most of them are plenty fast enough to support having games installed.

If it is a bottom of the barrel HP laptop it has a very high chance of being soldered RAM and storage with a glued case.

JIS has been obsoleted and replaced in Japanese products with the ISO Phillips bit shape. It still exists on lots of products pre 2000 though.

Make sure all the case standoffs are in place and that no metal or anything is touching any portion of the motherboard. Shorts can cause this.

Pull every single component except the cpu,mobo,psu. See if it gets any further in boot.

It's rare but DOA components do happen these days. The only surefire test to do next would be to find someone willing to swap CPU's and see if the dead problem follows the cpu or the motherboard. Then it's rma open season
