There are private companies that run a lot of their own independent forecasting models e.g AccuWeather, but all of them almost exclusively rely on NOAA's scientific models, experimental tests, weather balloons, satellites, sensor stations, etc for input data to forecast anything useful.

Currently it is a civil failure to be in the US without papers. This makes it a criminal act to not voluntarily register on this list. Since almost no-one is going to voluntarily register (as it will be akin to loading yourself on a deportation flight immediately), it gives them way more leeway for detention and abuse by labelling them actual criminals.

I'd argue that's debatable these days... JD still has some of the better tractors but they're still in a pretty terrible state when it comes to any kind of harvesting or other implement, self propelled or otherwise. New Holland swathers, balers, combines, etc will run circles around any equivalent JD equipment.
And only on poor people whose necessary consumption is a larger percentage of their overall income.
