Such opposition[detractors think it's cynical and sinister and American imperialism] is understandable and highly sympathetic, but we must acknowledge that the core of America’s global defense strategy is not irrational, but aligned with critical American interests

not just being contrary here, but I have to disagree. to my reading he's depicting those criticisms (invoking American imperialism) as not understanding the rational basis for America's actions

EDIT: I'm trying to be as charitable as possible, I guess it's hard for me to see any daylight between "America's defense strategy" and "American imperialism" as separable concepts but it's certainly possible that it's a blind spot for me
