I didnt say 'it'll never work!!', I said NYC <> the US. You can't compare the two and say "See, it works" when he isn't even elected yet, and its in a city that is absolutely further left than democrats on the national scale.
I would love to see it work. One mayoral hopeful in a friendly city is not a reasonable comparison though.

NYC does not extrapolate out to the US, or things would look very different these days.

Door opens to the kitchen, the living room appears smaller than the BRs from the renders, no half bath (just one full thats attached to a BR), the cabinet above the fridge should be full depth to be usable, beds up against the wall (and not enough good.option in design not to be) which means one of the couple has to crawl across the bed every time, complete lack of dining area aside from bar style seating....
There is plenty to criticise in this design. This would be better as a 3BR with an expanded living space, reduction in full baths and convert to half bath, and some layout changes to make better use of the floor plate.
The idea is good, but doesnt have to be limited. Two floors, for example, can let you have a tall ceiling in a living space so it feels more open and inviting, and take up about the same floor plate as a smaller 1-2BR design, so can be mixed into the building design easily. Also worth incorporating would be small decks, an easy way to get some sun and make the space more inviting to the people living there.
There are some places with designs like these, too, including ones where its 1-2 BR single floor, 2-3 two floor (and about twice the sq footage), and designed to pair with townhouses and storage rooms in the basement. Unfortunately not enough using a design like that.

I dont believe I commented at all on legality or safety, only on what I personally consider a concern (surgery).
If you're trying to create an argument, I'm not remotely interested.
That is a lot more common than surgery to remove a belly button or nipples. I've known people who had done that with their eyes, so that doesn't seem anywhere near as concerning to me.
And specifically NYC, not even the state.
