The base game has a narrative but it's extremely weak, and most of the important things happened a long time in the past, as with other Souls games. Shadows of the Erdtree, the DLC, is noteworthy for actually having a plot where things happen.

For something so reasoned I'm surprised he only went after what seem to be low-level embassy staffers. Regardless of whether they're morally acceptable targets, they certainly weren't particularly important targets, as opposed to some of the rabid zionists in government like Fetterman, Trump, Biden, Harris, etc. I guess those'd all have security details.
