I think your comparison of your industry to the grocery industry likely isn't particularly akin, the grocery industry is much more...peculiar, or at least idiosyncratic than most, which is illustrated by the price of groceries not being in line with inflation.
To be fair, that's a pretty lambastable policy idea. In the least the fed govt could be providing funding incentives to municipalities for housing. Only if your poles are absolute inaction and poor policy is it a lose/lose situation.
CBU absolutely abuses the student visa program. The housing situation in Sydney has been awful now for a few years, but unless there is some disincentive for CBU I don't see it changing, unfortunately.
