A distant family member wasn't vaccinated (can't remember why his parents chose not to). But when he was around 20, he got tested and was diagnosed with autism. I remember him posting about it in his socials and was like, "well, I'm gonna go get vaccinated now!"

Trump lies, repeatedly. The media they watch repeats those lies. They think they're voting for what he's saying. That, or just the racism.
Which has been the point. Politics touches virtually every aspect of life, so getting people to hate politics and disengage makes it that much easier for those with power to fuck everyone over.
From what I understand, they were only able to do this because the funds were still sitting in an intermediary account and had not been moved into an actual NYC account. If the funds had been moved, they would have had to ask for the funds back from NYC instead of just taking them.
I can't remember if my source was an article or a podcast, but I know it was a few days to a week after the incident happened because all of the initial reporting was framed exactly like this.
