Not sure what specs are needed for a kbin instance, but pretty much anything running an x64 processor and a reasonable amount of ram should work, even if it's really old.

In what world is it a good idea to give hormone suppressors to literal children? It's not a decision any child is capable of making.

You should look into Niagara Launcher. It's not a very traditional one, but when you learn it it becomes lightning fast and super customizable
