The problem is that the police has way too little training, and most of it is weapons training. If the only tool you know how to use is a gun, then you become a villain.
Most European countries require 3 or more years of training. It's basically a bachelors degree, with ethics and conflict handling. Because of this, police brutality is nowhere near the levels of the US.
