Pretty sure he was referring to the non national guard gun owners.
The law also says "well regulated militia" but no one cares about that bit.
Maybe a 100% bullet tax might do something, but this won't do much.

How does this play out if it's employee owned? Do the employees just get the pay out?

Totally irrelevant for this presidential election. Also I'd argue for presidential elections the electoral college needs to go first. The increasing number of presidents being elected with a minority vote is seriously concerning.
Yup, and the only way out of that is Ranked Choice Voting.
