He personally wouldn't let them. He sidelined Harris and her staff, and constantly assigned her to be the face of the most unpopular issues (like Border Czar lmao) to hurt his own VP, because he knew he was unfit and knew Harris wanted to "steal" his second term from day 1. Hell he picked her because she was a less viable President and less of a threat than a lot of other VP options. He was and is still angry that Hillary hired all his potential campaign people out from under him in 2015. He thinks he deserved to be president and that he was getting the rug pulled out from under him again.

Certainly it's possible, but I think what they just found out is that it came back and metastasized to his bones after they were hoping the last round of chemo took care of it.
