Why?

I see the more realistic probability of the car picking up and then dropping off a passenger, and then picking up another. I don't think customers would be happy if the car they were riding made their trip longer in order to force them to share the car.

You should listen to the Dan Carlin podcast series "Supernova in the east" about the Japanese war crimes - I believe similar train of thinking may be taking place in modern day Russia, leading to the same style of widespread war crimes.

The theory I heard was to make the impression of artillery strikes, so that Russia could claim that Ukraine is doing military strikes on the power plant
