Rauner blocked the state budget for years so there wasn't any money to fix roads. They are currently fixing all of the neglected roads and bridges now. There were bridges with chunks of concrete missing and exposed rebar that they addressed or are addressing first. They are currently repaving and upgrading the intersection of i57 & I74 for instance.

As far as preventing use data, you can usually unplug the cell modem, or you can put a faraday bag over it in order to prevent it from connecting.

I'm sure that there is also a software solution for these issues as well. I have a cable and software for my car that lets me enable and disable features.

I wish I had enough money to afford to buy a new car, I probably wouldn't do it because affordable would still mean living paycheck to paycheck. Not sure why I would want a second mortgage on something that depreciates that quickly.

I believe this would be considered a civil matter in most jurisdictions. Most municipal "courts" have little or no power, especially not the ability to issue arrest warrants. Of course in my state, traffic tickets go to county court. Some municipalities in my state have hearings for code violations, to call it a court would be absurd though, as you can challenge their ruling in real court.

We occasionally zoop to Chicago on the Amtrak. Buy a 24 hour transit pass for $5 and we're good to go for the weekend. I'm much more relaxed, it cost less than driving and parking. No worries about the car getting broken into. It's pretty great.

That's the one my town uses. They keep adding more and more cameras around town because the police can't solve crimes. It's easy to bypass them though, just walk or ride a bike.

It's not California. It's a private company that police departments pay in order to go around the 4th amendment.
