The "Alphorn", the costume? Clearly Swiss coded. And French is one of several native languages in Switzerland, so not like the language is a clear hint towards the question of who they are supposed to depict.

I just meant Alpine culture is somewhat distinct from the surrounding ones like French, German, and Italian culture. So if you are looking for a single country Ghorman is supposed to represent, it's probably Switzerland. Which plays really well because it carries a "entrenched wealth not prone to rebellion" vibe. But yeah, fair point about the textiles and haute couture, that's stereotypically French.
