The lights aren't actually powered. And given that they only support 2 connections each, I haven't worked out yet how I'm GOING to connect them all, and still have them under the umbrella of a light controller. Also, I despise powered lights in this game. There's already enough road lights to consume more power than any of our factories. And they don't scale power usage with brightness.
