Combine that with the fact that this town looks like it has a very slow life style, it wouldn't be weird to have to wait a month or so for an order. Everyone probably knows each other and if there was an emergency, there would be someone nearby to help patch a roof, even if it was just throwing a tarp over it.

Short term, raise the minimum wage. Force walmart to fill the gaps between what they pay and what their workers need to live. Right now, it's the government is subsidizing that gap.
