It's a type of retro futurism, similar to Back to the Future, or a more recent example in media would be Maniac. Retrofuturism though has a pretty large umbrella where it can go into art deco futurism which would be your BioShocks too.

Within 5 minutes of that film I had a grin, what did they attempted was a Gremlins 2 like mockery. For that it earned my respect.
