The siren system was just not used, I didn't see any reports that it failed.
Already days ago right after the fire, it was reported the fire services communicated to the public they had the fire under control. So it makes sense to not use the emergency siren system in such a case. But then suddenly - according to media and fire fighter reports - the fire started spreading super fast and it was no longer under control. But then it was too late for many.
Always nice to see the discussions about throwing waste into the ocean.

Technically, throwing any waste in the ocean is save. We started doing it decades ago, as it seemed a good plan. It gets diluted below appreciable levels as the ocean is large.
Yet our current plans are to reduce and not do it, as rivers, lakes, oceans are no trash cans. We learned that over the last decades, as once allowed and accustomed, it just gets more and gets accepted as common practise. Everyone starts doing the same, as it's such an easy way out.
The problem now is the reverse on that intend – obviously due to the lack of a better or any good alternative at all. But just because all options are bad, it doesn't make this one good. No officially declared waste disposal strategy should involve throwing it in the water.

On the last page, Kizaru is starting his action and the next panel Luffy is feeling someone very strong is coming. Kizaru is already there, he is not coming. It can't be him. Oda is just showing one panel after the other to mislead readers. So who is coming? Could be Blackbeard and crew for a showdown, a triple showdown or an escape.
Same for Vegapunk1, Sunny, coup de burst, Elbaf? This is just too clean and simple, so I think this will certainly not happen straight forward as announced.
Or Rob Lucci in this chapter. In 1075, they formed a temporary alliance to get out of the Seraphim situation. In this chapter we get our faces put multiple times on the info that Rob Lucci is a mastermind, forwarding intel to the Wgov, initiating the attack on Egghead, Kizaru praising him, the battleship captains saying his name before the attack. This is again just so straight forward in our faces that it's making me sceptical. There could be or could not be other actions of Rob Lucci on Egghead than shown in this chapter.

Checks are optional within Schengen, no one has to but can e.g. when Austria wants to check for illegal immigrants and sets up checkpoints at the border. Border crossings are often just rural roads where the road surface suddenly looks different and there are slightly different looking signs. On some there are still old customs buildings, especially crossings within cities but also no staff.
Even crossing out of the EU into Switzerland (Schengen), I have never been asked for documents. I have seen customs buildings but it's an open crossing and no one even standing there to check for anything when leaving the EU.

Like you're saying, it could be a different reason, we don't know. But then we would need a completely new explanation for a thing, a hole in the water, that just stays like that but with a bit land remaining. Isn't it just lies? As I understand hypersonic missile don't just fly fast, but also low trajectory and they are able to maneuver during all stages of the flight.
If the Russian missile was able to maneuver at the end, maths would not help, as calculated positions to intercept would be useless with a target that changes course. So Putin simply lied about the abilities of the missile, or - as there were some arrests in the news a few months ago with the developers of the missile - maybe those lied about the abilities of their product.
Is this a practised or regulated thing in the USA that power companies shut down regional electricity during strong winds? I have not read about something like that before, not in the EU, USA or other places.
